CBP Publishes Guidance on Section 232 Automobile Parts

In a Cargo Systems Messaging Service (CSMS) bulletin published on May 1, 2025, U.S. Customs and Border Protection (CBP) issued guidance on certain automobile parts subject to Section 232 duties. This guidance reviews the 25% ad valorem tariffs on all imports of certain automobile parts from all countries that came into effect on May 3, 2025. The guidance provides entry filing instructions, including a review of the applicable chapter 99 Harmonized Tariff Schedule of the United States (HTSUS) classifications, exemptions, and chapter 98 provisions. No drawback shall be available for these automobile parts duties. UK Announces Further Sanctions Against Russia

In a publication on www.gov.uk, the United Kingdom announced a new legislation, Russia (Sanctions) (EU Exit) (Amendment) Regulations 2025, that expands trade sanctions against Russia. The new measures “prohibit the export, supply and delivery, and making available to, or for use in Russia, of newly sanctioned items as well as the provision of related ancillary services” under the following schedules: Schedule 2A (critical-industry goods and critical-industry technology); Schedule 3 (energy-related goods and energy-related technology); Schedule 3C (defence and security goods and defence and security technology); Schedule 3E (G7 dependency goods and G7 dependency technology); and Schedule 3I (Russia’s vulnerable goods and Russia’s vulnerable technology).

CBP Issues ACE Guidance for Processing of De Minimis Shipments from China

On April 18, 2025, U.S. Customs and Border Protection (CBP) issued a bulletin via its Cargo Systems Messaging Service (CSMS) providing guidance for processing of shipments of goods from China and Hong Kong once such items are no longer eligible for the de minimis exemption. The CSMS provides information on procedures and messaging in the Automated Commercial Environment (ACE) for shipments of products of China and Hong Kong that are under $800, specifically for shipments being cleared via manifest or shipments entering the U.S. via international mail. The CSMS also indicates products of China or Hong Kong entered using entry type 86 will be rejected. According to CBP, a notice will be published in the Federal Register prior to the effective date of May 2, 2025. CBP Publishes Updated Guidance on Goods Excluded from Reciprocal Tariffs

In a Cargo Systems Messaging Service (CSMS) bulletin published on April 11, 2025, U.S. Customs and Border Protection (CPB) issued updated guidance on products that will be excluded from reciprocal tariffs. These exempted goods will need to report 9903.01.32 as the secondary classification to declare the exemption to CBP that are entered for consumption or withdrawn from a warehouse for consumption on or after 12: 01 a.m. Easter Daylight Time on April 5, 2025. CBP states that entry filers should take action to correct these entries that are either still within 10 days of cargo release, through a post summary correction for unliquidated entries, or through a protest on entries that have been liquidated but not have not yet had their protest period expire.

Canada Announces United States Surtax Order

In a Customs Notice published on April 8, 2025, the Canadian government announced a 25% tariff on U.S.-made vehicles that do not comply with the Canada–United States–Mexico Agreement (CUSMA), as well as on any non-Canadian and non-Mexican content within CUSMA-compliant U.S.-made vehicles. These tariffs only apply to goods originating from the U.S.. Such goods are defined as those eligible to be marked as products of the U.S. according to the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations.

CBP Publishes Guidance on Section 232 Aluminum Derivatives

In a Cargo Systems Messaging Service (CSMS) bulletin published on April 3, 2025, U.S. Customs and Border Protection (CBP) issued guidance on additional aluminum derivative products subject to Section 232 duties. This guidance reviews the 25% ad valorem tariffs on all imports of aluminum derivative articles from all countries that came into effect on March 12, 2025. This guidance also applies to beer and empty aluminum cans that were added to the aluminum derivative list on April 4, 2025.

Pause on High Country-Specific Tariffs, 125% Tariff on China Take Effect on April 10

The pause on higher country-specific reciprocal tariffs for all covered countries except China takes effect on April 10, at 12:01 a.m., said CBP in a CSMS message. Beginning at that time, all goods except goods for goods from China (including Hong Kong and Macau) and goods exempt from the reciprocal tariffs, including goods from Canada and Mexico, will be subject to the 10% tariff rate under subheading 9903.01.25. At the same time, the reciprocal tariff rate for goods from China under subheading 9903.01.63 rises to 125%, CBP said. That comes on top of the 20% tariff rate under the fentanyl tariffs, for a total International Emergency Economic Powers Act tariff of 145%.

President Trump Issues Memo on Tariffs for EU, Other Countries That 'Discriminate' Against US Companies

The U.S. will consider a revival of Section 301 investigations on digital services taxes in several countries, as well as potential tariffs to counter “trade and regulatory practices” in those and other countries that “discriminate against” or “disproportionally affect” U.S. companies, under a memo signed by President Donald Trump Feb. 21.
